PVTC Brief

About PVTC

The Punjab Vocational Training Council (PVTC), established under the PVTC Act, 1998, is an autonomous organization working to promote skill development and employability across Punjab. With a network of 190 Vocational Training Institutes (VTIs), PVTC delivers Competency-Based Training (CBT) in alignment with industry standards and emerging technologies. Since its inception, PVTC has trained over 1 million youth, enabling them to secure sustainable livelihoods both locally and abroad. The Impact Assessment Report by the Directorate General of Monitoring & Evaluation, Planning & Development Department, Punjab endorses PVTC’s employability rate at 82%, reflecting its strong connection between training and employment outcomes. For the Financial Year 2025–26, PVTC targets the training of 75,000 youth across 190 VTIs under the Hunarmand Naujawan Programme of the Government of Punjab. Training commenced on 1st July 2025 in 63 demand-driven and cutting-edge technology trades.

Evolving with Industry and Technology

PVTC continues to evolve with changing market trends and technological advancements, ensuring its graduates remain relevant and in demand. To strengthen practical learning, PVTC has upgraded 375 trade labs across Punjab through a Rs. 601 million development grant. This includes modernized facilities in trades such as Motorcycle Mechanic, Welding, Industrial Garments Stitching, Beautician, ICT, Solar & Electrical Technology, Clinical Assistant, and Hospitality.


Employment-Focused Interventions

Beyond training, PVTC remains focused on creating employment pathways for its graduates. A new Rs. 100 million ADP initiative titled “Manpower Export” aims to strengthen PVTC’s capacity for overseas employment facilitation. Key components include:

  • Establishment of 45 Career Guidance and Placement Centers (CGPCs) across VTIs
  • Provision of career counseling, job matching, and placement services
  • Engagement with international manpower consultancy firms to link skilled youth directly with employers in the Kingdom of Saudi Arabia (KSA) and other GCC countries
